How is the Library Funded?

In 2015, the Public Library Fund (PLF) provided about 47% of all revenue received by our library. The PLF is divided among the 88 counties in Ohio and is funded through the State General Revenue Fund. The 2014 – 2015 biennium budget eliminated the fixed monthly distribution which was provided for in the previous budget and returned to the percentage of revenue funding approach that had been in place prior to August of 2011. The current budget decreased the percentage from 1.97% to 1.66%. As a result of continued changes in Ohio’s tax structures, the library presently receives the same funding it received from the PLF in 1997.

In 2015, the Greene County 1 mil property tax levy provided about 40% of our funding. Thanks to the support of Greene County’s voters, the passage of Issue 2 on the November 2014 ballot will bring strong additional local funding to the library beginning in January of 2016.
